PROFILE: Established in 2000, the Sunflower Foundation: Health Care for Kansans is a health legacy foundation based in Topeka, Kansas. It formed from a $75 million settlement between Blue Cross and Blue Shield of Kansas, then-Kansas Attorney General Carla Stovall and then-Kansas Insurance Commissioner Kathleen Sebelius. This agreement resolved disputes about Blue Cross’s company charitable assets from 1941 to 1969.
