Chaparral Foundation

OVERVIEW: The Chaparral Foundation primarily funds grantmaking related to education, youth, human services, and health.

IP TAKE: The foundation lacks transparency, which limits information available on its grantmaking priorities and activities.

OVERVIEW: Established in 1997, the Chaparral Foundation is steered by Texas lawyer H. Tevis Herd. H. Tevis Herd graduated from University of Texas in 1964 and later received his J.D. from University of Texas School of Law in 1967. He is an attorney who works in energy. His late father, Harvey Herd, was an oilman.

The foundation does not maintain a website, which makes it difficult to locate further information on its priority areas and grantmaking strategies. According to tax filings, the Chaparral Foundation primarily funds grantmaking related to education, youth, human services, and health.

Grants for Health and Human Services

This funder’s health and human services grants are broad in scope and tend to invest in organizations with which Herd is affiliated rather than participating in at-large funding; however, this is not a hard and fast rule. Other health and human services grantmaking touches children’s health and food banks.

Herd is on the board of Midland Memorial Foundation, a nonprofit organized exclusively for the benefit of Midland Memorial Hospital. Grantees have included Explore Austin, Dell Children’s Medical Center Foundation of Central Texas, United Way of Midland (where Herd is a lifetime board member), Salvation Army of Austin, and SAFE Alliance, which deals with domestic violence and sexual assault.

Grants for Education and Youth

Like other areas of this foundation’s work, education and youth grants are broad. Herd has served as president of the board of directors of the Midland YMCA, and of the Permian Basin Center for Mental Health and Mental Retardation. He supports the Daniel Parker Herd Memorial Scholarship Fund which provides financial assistance to Midland County students.

Past grantees have included Explore Austin, Dell Children’s Medical Center Foundation of Central Texas, United Way of Midland (where Herd is a lifetime board member), YMCA of Austin, Junior League of Austin, Teen Flow Youth Ministries, Menard Boys & Girls Club, and Clayton State University Foundation.
